Recently, many regions have promoted the upgrading and construction of underground bunker style emergency shelter facilities relying on existing resources such as underground civil air defense projects, strictly in accordance with the requirements of the  for Design of Disaster Prevention and Shelter Sites, to provide safe shelter for the masses in response to earthquakes, sudden disasters, etc   and continuously improve the urban emergency support system.

These underground bunker style emergency shelter facilities adopt reinforced structure design and are equipped with basic support systems such as emergency water supply, power supply and ventilation. Some of them are renovated from underground parking lots to achieve the dual functions of  practical in normal times and useful in emergencies. The facilities are divided into functional areas such as resettlement, medical assistance and material reserve, and are equipped with food, drinking water and first aid  supplies in accordance with standards to ensure the basic needs of displaced people.

Relevant departments stated that attention is paid to the accessibility of the facilities during construction, with reasonable planning of entrances and exits, establishment of a regular maintenance and material renewal mechanism, and regular organization of emergency drills. At present, some pilot facilities have been put into use, and they will be gradually promoted in communities in the future to further strengthen the urban emergency shelter network and protect the people s lives and property safety.
